Julian Lucas


Employed by the City of Port St Lucie since 2012, Julian serves as the Systems Support Manager and HR Liaison for the Utility Systems Department.  Julian is PHR and SHRM-CP certified and an active member of SHRM.  He has an A.S. in Business Administration and began his career in HR as a Personnel Assistant for Volt Temporary Services in San Francisco, California.  Julian is a results-driven HR Professional with over 8 years’ experience creating organizational initiatives that promote employee and company growth. Strengths include employee relations, recruitment, training and development, and succession planning.
 
Julian is very active in the community as mentor-volunteer assistant for Landmark Worldwide, a company offering personal development and transformation programs for humans, headquartered in San Francisco.  He is a member of the Society of Human Resource Management (SHRM) and the St Lucie County Human Resources Association (SLCHRA).

Web Chair

David Wood


David has a passion for employee development, all things electronic and the benefit it can provide an organization. David started at St. Lucie County being their Webmaster bringing the County’s website into the Content Management realm. He is currently the HRIS Manager for the St. Lucie County Board of County Commissioners in the Human Resources Department. Being the County’s HRIS Manager, it allows David to move Human Resources forward into paperless and electronic medias. With over 30 years of professional management experience, he also has degrees in Chemistry, Engineering and Business. He is a Microsoft Certified professional as well as maintains a PHR and SHRM-CP certification. David has been published in federal journals and has attained previous FDA certifications. His over 14 years at Duke Energy has provided him experience in Human Resources, Corporate Communications including Media Relations, Engineering and an extensive background in corporate education, training and employee development. He was instrumental in setting up the new employee orientation, natural gas curriculum and electronic training and testing portal of Duke Energy’s Customer Engineering training program in a three state support area. David was also Duke Energy’s Midwest region’s Webmaster and a corporate Leadership Diversity Council member for several years.

Victoria Stalls - sstalls@irsc.edu


Victoria Stalls, M.P.A., has been employed by Indian River State College's Corporate and Community Training Institute (CCTI) since 2005 as a Business Solutions Consultant. Her primary job within the CCTI is working directly with human resource professionals to develop training solutions for local companies within Martin, St. Lucie, Okeechobee counties. Her other duties include managing the award winning American Public Works Institute, in 2010 the program was recognized by the National Public Works Association as a program of excellence. Ms. Stalls is also an adjunct faculty for Indian River State College's Baccalaureate degree program -  Public Administration. She is an active member of Society of Human Resource Management's (SHRM) and currently serves as District Director, District 6 for HR Florida Council.  She also serves as Vice-chair of the St. Lucie Public Schools District Advisory Council and a board member of the St. Lucie County Education Foundation. Ms. Stalls earned her master's degree in Public Administration from Nova Southeastern University and a degree in Elementary Education from Florida Atlantic University.  She resides in Fort Pierce, FL.

Lynne Rhodewalt - lynner@personnelplus.com


Lynne Rhodewalt has 31 years in the staffing industry. She started her career as a corporate recruiter and has been a staff coordinator, manager and sales representative throughout the years. She joined Personnel Plus staff in 1988.  LF Staffing purchased Personnel Plus in 2008 and Lynne remained as Director of Business Development in the Vero Beach area.

Lynne is a past president of the Treasure Coast Human Resource Association serving for two years. She is a Board member of the Samaritan Center in Vero Beach and a past board member of the Exchange Castle in Fort Pierce.   

Lynne moved to Florida 25 years ago with her husband Steve.  She has two children and three granddaughters who are a much cherished part of her existence.  Her life would not be complete without her dogs and cat. I have been blessed with a great family and many friends and a terrific job.  I love what I do and share that passion with my co-workers and clients

Life is a journey of highs and lows but what’s most important is that we live them well. 

 

College Relations Chair

Hon. Thomas Epsky, SPHR - tepsky@irsc.edu


Hon. Thomas Epsky was appointed as the Unemployment Appeals Commissioner by Governor Jeb Bush. Prior to that he was the Managing Partner and Principal Consultant in an HR consulting practice.

He began his career in HR as a trainer for Macy's and later worked at the State University of New York at Stony Brook on Long Island. He is an adjunct faculty member at Indian River Community College and holds a BA in Psychology with a minor in Child-care and Family Studies and a Master's in HR Development.

In 1998 Commissioner Epsky was selected by two Society for Human Resource Management (SHRM) Chapters in Florida as "Professional of the Year" for his work in HR and in the community. He is a past president of the Martin County HR Association and served as an executive officer on the HR Florida State Council. He has also served as chairman of the Florida State Health and Human Services Board and chairman of the City of Port St. Lucie Code Enforcement Board. Currently, he is chairman of the board of directors for the United Way of St. Lucie County and chairs the community board of the American Heart Association.
